We believe:-
| True freedom cannot exist without limits. The limits guarantee the freedom of others. It is the role of society to decide where those limits should be. | |
| The Internet is not separate from the rest of the world. There is no such territory as "cyberspace". The Internet is a wonderful communications medium which allows people to contact each other with an ease and depth never before seen across barriers of distance, culture and politics. However, because it is about communication between people, it must not be abused. The same ethics which govern our behaviour elsewhere must apply on the web as well, so we can enjoy the same protection of our freedoms. | |
| Because it is such a wonderful communications medium, the Internet is attractive to anyone with something to say, whether for personal, hobby or business purposes. It is also so large that everyone must behave fairly if everyone is to have a chance of taking part. | |
| The use of the Internet for criminal or antisocial behaviour is therefore unacceptable. |
We welcome:-
| Balanced regulation of the Internet intended to preserve the reputation of the system and the freedom of its users to access it on a fair basis for lawful purposes. | |
| Ongoing debate about what "balanced regulation", "the reputation of the system", "freedom of its users" and "a fair basis" should mean in practice. | |
| Discussion on how the rule of law and social and moral values can be upheld on a system which by its nature crosses international boundaries. | |
| Action by governments and service providers to implement the current consensus on these issues as an expression of self-determination and democracy. |

| Unfair restrictions which hamper free and fair use of the Internet. | |
| The creation of monopolies of use or access. | |
| Unfair trade or competition. | |
| The promotion of single-component values in efforts to oppose balanced regulation of the Internet. | |
| The imposition of values from one society onto another, so defeating self-determination or democracy. |
